It should be uncut and I haven't heard anyone claiming otherwise (which of course doesn't mean anything.. ). And I think most of the problems with cut releases come from the fact that Amazon wasn't allowed to sell FSK18 rated titles at some point and so they had FSK16 rated versions of them for sale (which were cut down to get the FSK16 rating). But now if you see a title rated FSK18 for sale, like Silver Saddle is, there should not be any stronger version on the market on some other store because then it would illegal I guess.

I think they may still be selling only FSK16 rated discs of some movies that may available longer at some other store.
As for the quality of the Silver Saddle Blu-Ray, it is better than the DVD and I'd say definitely worth it if you don't already own it. The DVD by Koch Media is actually pretty good even on a HD display, so if you have the DVD and don't think the movie is much good, then upgrade might not be worth it.
The Blu-Ray actually has two versions of the film, not different in length but filtering... If you start the movie from the main play button, you will get an abomination (in my opinion of course) that have had the grain (and detail) removed and looking quite bad because of it. A more faithful transfer to the original source can be found from the extras menu.
Oh and unless my software had some problems when I took caps from the discs, the Blu-Ray has some contrast problems that have destroyed some of the detail completely. I am annoyed by that but still feel the upgrade to BR is worth it.
Like I said, I have taken caps from the discs and they are available here
