I picked up the German DVD/Blu-ray combo a few weeks ago. I haven't watched the film all the way through yet but the image quality on the DVD looked very good to my eyes.

Rumor is TT noticed the sales of Scorpion and Code Red oddball import titles on the SAE site and decided to try one out for themselves...too bad they went  with this one though, as it's hardly an in demand number.  They might get a certain number of blind buy / TT fanboy sales but I'd guess the recent German BD pretty much met the available demand.

I don't know why everybody says this film is not good, I liked it quite a bit. Nice mix of gothic and 60's psychedelia and the actress was attractive. Keep meaning to rewatch this one. I agree with you about its an odd choice for TT as like you say most people who want it would have the German release.
